TRAI Chairman Anil Kumar Lahoti says the regulator will examine Airtel and Jio representations over Vodafone Idea’s alleged MNP-linked promotional offers.

The Telecom Regulatory Authority of India (TRAI) will examine complaints submitted by Bharti Airtel and Reliance Jio against Vodafone Idea (Vi) over alleged promotional practices linked to Mobile Number Portability (MNP).

TRAI Chairman Anil Kumar Lahoti confirmed on September 14 that the regulator will examine the representations received from the telecom operators. The development puts Vi’s reported customer-acquisition offers under fresh regulatory scrutiny as India’s three private telecom operators compete aggressively for subscribers.

TRAI MNP Complaint Against Vi Under Examination

Lahoti said TRAI examines representations received from operators when concerns are raised and confirmed that the complaints involving the telecom companies would be looked into.

The complaints from Airtel and Jio reportedly relate to offers that they believe provide preferential benefits to customers who port their mobile numbers to Vi. The operators have raised concerns over whether such practices amount to an inducement for customers to switch networks through MNP.

Importantly, TRAI has not announced a finding that Vi has violated regulations. The regulator is currently examining the representations, meaning the allegations remain subject to the regulatory process.

What Airtel and Jio Are Alleging

Airtel and Jio have raised concerns over promotional benefits reportedly being offered to customers who move their numbers from another operator to Vi.

Their contention is that preferential tariffs or benefits specifically linked to porting could create an uneven competitive environment if such offers effectively encourage customers to leave one telecom operator for another.

The issue is particularly relevant in the MNP market because operators can compete for existing subscribers without requiring customers to change their mobile numbers. MNP allows users to move between networks while retaining their existing number, making port-in offers an important part of telecom customer acquisition.

According to reports, Airtel and Jio have argued that the promotional practices need to be assessed against TRAI’s existing regulatory framework governing tariffs and customer migration.

Vi Defends Its Promotional Practices

Vodafone Idea has defended its position, saying that it believes in fair competition and operates in compliance with applicable laws and regulations.

The company has also indicated that its new-customer offers are disclosed to TRAI and that it follows the regulatory requirements governing such promotions.

This means the current dispute is essentially a regulatory question rather than a confirmed violation. TRAI’s examination will determine whether the specific offers and their method of distribution comply with the applicable rules.

Why MNP Offers Matter to Telecom Operators

Mobile Number Portability has become an increasingly important competitive tool for Indian telecom operators.

For customers, porting provides a relatively straightforward way to switch networks while retaining an existing mobile number. For operators, attracting a port-in customer can be more valuable than simply adding a new connection because the user is already active on another network and has an established telecom usage pattern.

Promotional offers can therefore influence subscriber movement between operators, particularly when they combine discounted tariffs, additional data or other benefits with a port-in.

The latest dispute shows how these customer-acquisition strategies can come under regulatory scrutiny when competitors believe an offer is specifically designed to encourage customers to leave their existing operator.

TRAI Decision Could Set a Competitive Precedent

The outcome of the TRAI examination could have implications beyond the current complaints involving Vi.

If the regulator determines that particular types of MNP-linked incentives are inconsistent with existing rules, telecom operators may need to modify how they structure and market port-in promotions. Conversely, if the offers are found to be compliant, operators could have greater clarity on the promotional benefits they can use to attract customers from rivals.

That clarity could become increasingly important as India’s private telecom market continues to see intense competition among Airtel, Jio and Vi.

The regulator’s examination will therefore be watched closely by all three operators, particularly because customer retention and acquisition have become central to telecom companies’ efforts to improve revenue and average revenue per user.

No TRAI Vi Violation Finding Yet

For now, TRAI has only confirmed that it will examine the representations submitted by Airtel and Jio. There is no confirmed regulatory finding that Vodafone Idea has breached MNP rules.

The next significant development will be whether TRAI seeks additional information from the operators, examines the specific promotional offers and eventually issues any direction or finding.

Until then, the dispute remains an allegation raised by Airtel and Jio against Vi, with the regulator examining the concerns.

The latest development nevertheless highlights how promotional port-in strategies are becoming an important regulatory issue in India’s highly competitive telecom market.
