Starlink India Approval: Local Ground Station Rules Emerge as Key Hurdle

The Economic Times reports fresh concerns over Starlink’s compliance with India's local ground station, traffic-routing and security requirements.

India’s satellite broadband approval process faces fresh scrutiny as a government official reportedly raises concerns over Starlink’s compliance with domestic infrastructure and security requirements.

Starlink’s proposed entry into India’s satellite broadband market faces reported compliance questions over local ground stations and network traffic routing. According to an Economic Times report published on 15 October 2026, a government official said Starlink must follow India’s rules and establish local base stations to meet the applicable requirements.

The reported comments add a new dimension to the debate over Starlink’s commercial launch in India. Beyond licensing and spectrum allocation, the issue concerns how satellite internet traffic is routed, where the relevant ground infrastructure is located and whether the network meets India’s security requirements.

Why Is the Government Raising Concerns Over Starlink?

According to The Economic Times, the government’s concerns include Starlink’s compliance with domestic infrastructure requirements and questions raised by security agencies about data storage and traffic routing.

The official’s reported remarks should not be interpreted as confirmation that Starlink has formally rejected a final government order. The available report describes the government’s position but does not establish that a new directive specifically targeting Starlink was issued on 15 October.

India’s satellite communications framework includes requirements concerning the routing of traffic originating from or terminating at user terminals in the country. The applicable rules require such traffic to pass through a satellite earth station gateway located in India and restrict routing it through overseas gateways using inter-satellite links.

These requirements make the location and operation of ground gateways an important part of the approval process. Satellite operators must demonstrate that their network architecture can meet the applicable security and traffic-handling conditions.

Why Do Local Ground Stations Matter for Satellite Internet?

Satellite broadband uses satellites to connect user terminals with network infrastructure and the wider internet. Ground gateways provide the connection between satellite networks and terrestrial telecommunications systems.

For Indian authorities, the location of these gateways and the path taken by domestic traffic can have implications for security oversight, lawful monitoring and compliance with domestic telecommunications requirements.

However, having ground infrastructure in India does not automatically establish that every regulatory condition has been met. Authorities may also need to assess how traffic is routed through the network, including when inter-satellite links are used to transfer data between satellites.

The key question is therefore whether Starlink’s proposed network configuration satisfies India’s applicable requirements, rather than simply whether the company has built infrastructure within the country.

Starlink Has Reportedly Invested in Indian Ground Infrastructure

Starlink has also indicated that it has invested in infrastructure to support a potential launch in India. At the India Mobile Congress, Starlink Business Operations Vice President Lauren Dreyer reportedly said the company had invested in the ground infrastructure required for operations, including 20 gateway sites equipped with hundreds of antennas.

That reported investment is relevant to the readiness of Starlink’s network, but it does not independently confirm that all regulatory conditions have been satisfied. Infrastructure readiness and compliance with security and traffic-routing requirements are separate issues.

The reported comments from the government official and Starlink’s statements about its infrastructure therefore point to two different aspects of the approval process: the physical readiness of the network and its compliance with India’s operating conditions.

How Does the Dispute Affect Airtel OneWeb and Jio?

The reported compliance concerns come amid competition among Starlink, Eutelsat OneWeb, in which Bharti has a stake, and Reliance Jio’s satellite communications business.

A satellite communications licence does not, by itself, mean that an operator can immediately begin commercial services. Operators must also meet the applicable security requirements and obtain the other permissions needed for operations, including spectrum-related clearances.

Reuters reported on 9 October 2026 that commercial operations remained subject to outstanding security compliance and spectrum assignment. The government also said the three licensed operators were at broadly the same regulatory stage.

On 14 October, Bharti Enterprises chairman Sunil Bharti Mittal reportedly said OneWeb had applied for approvals five years earlier and had its ground network ready for three years while continuing to await the necessary permissions.

These developments show that India’s satellite broadband rollout involves several regulatory steps beyond obtaining a licence. The approval timeline for each operator depends on the requirements applicable to its proposed services and the clearances that remain outstanding.

What Happens Next for Starlink in India?

The immediate question is whether Starlink can address the reported security and network-compliance concerns and secure the remaining permissions required to begin commercial operations in India.

The latest report does not establish a confirmed commercial launch date or a final government rejection of Starlink’s proposed network configuration. It also does not mean that Starlink’s entry into India has been cancelled.

For consumers, the outcome could affect when another satellite broadband option becomes available, particularly in remote and underserved areas where conventional connectivity is limited.

The next developments to watch are an official clarification from the Department of Telecommunications, a confirmed regulatory decision or a response from Starlink addressing the reported concerns over local gateways and traffic routing.
