    Vodafone Idea’s 10-year all-India ISP VNO licence enables the operator to enter the fixed retail broadband and enterprise internet markets using partner infrastructure. The asset-light regulatory model positions Vi to expand its fixed-connectivity business alongside its existing mobile network operations.

    Vodafone Idea (Vi), India’s third-largest telecommunications service provider, has acquired an all-India Internet Service Provider Virtual Network Operator (ISP VNO) licence. Disclosed in the operator’s FY26 Annual Report, the 10-year Unified Licence granted by the Department of Telecommunications (DoT) allows Vi to offer fixed retail broadband and enterprise internet services using third-party broadband infrastructure.

    The regulatory authorization provides an asset-light framework for Vi to compete directly against Reliance Jio (JioAirFiber/JioFiber) and Bharti Airtel (Airtel Xstream Fiber) in the high-margin fixed-line broadband sector without incurring heavy upfront capital expenditures for physical fiber rollouts.

    What the ISP VNO Licence Permits

    Under the DoT’s Virtual Network Operator framework, an ISP VNO can deliver internet connectivity to end consumers without owning or maintaining underlying core network fiber assets.

    • Asset-Light Model: Vi can leverage existing fiber-to-the-home (FTTH) and last-mile broadband infrastructure belonging to regional internet service providers, local cable operators (LCOs), or wholesale network providers.
    • Scope of Service: The authorization permits Vi to bundle and sell both retail high-speed home broadband and enterprise managed internet connectivity.
    • Licence Tenure: Valid for a period of 10 years across all 22 telecom circles in India.

    While Vi has secured regulatory clearance, the company has not yet disclosed official commercial launch dates, partner wholesale agreements, retail pricing tiers, or target launch cities.

    Expanding Enterprise Footprint and YOU Broadband Synergy

    The ISP VNO licence complements Vi’s existing B2B operations. The operator already holds active National Long Distance (NLD), International Long Distance (ILD), and standard ISP licences that support fixed-voice, SD-WAN, and managed data services for government, enterprise, and wholesale clients. The new licence allows Vi to deliver enterprise internet connectivity in markets where it lacks owned fiber backhaul.

    Additionally, Vodafone Idea owns YOU Broadband India Limited, a cable broadband subsidiary providing high-speed wired internet. While Vi has not stated whether YOU Broadband’s local cable infrastructure will be integrated directly with the new VNO operations, the combination widens the operator’s distribution flexibility.
