    TRAI Gives Telcos 30 Days to Put ‘TRAI-Mandated Packs’ First on Apps and Websites

    Jio, Airtel, Vi and other telcos must make TRAI-mandated prepaid vouchers easier to find on their apps, websites and exclusive retail outlets.

    The Telecom Regulatory Authority of India (TRAI) has given telecom operators 30 days to make its mandated prepaid recharge options significantly easier for consumers to find. Under a new direction issued on October 1, Reliance Jio, Bharti Airtel, Vodafone Idea and other telecom service providers must create a separate section called “TRAI-Mandated Packs” and place it as the first tab in the prepaid recharge section of their websites and mobile apps.

    The direction follows complaints from subscribers who found it difficult to locate certain recharge vouchers that operators are required to offer under TRAI’s tariff regulations. TRAI said its examination of operator websites and applications found that these vouchers were sometimes placed under different categories or required users to navigate through multiple pages and screens.

    TRAI-Mandated Packs Must Appear First

    The most significant change is not the introduction of another recharge plan but the way these plans must be presented to customers.

    TRAI has directed service providers to create a clearly visible section titled “TRAI-Mandated Packs”. This section must appear as the first tab within the prepaid recharge area of the operator’s website and mobile application.

    The same mandated vouchers must also be displayed prominently at the operators’ exclusive points of sale. This means customers visiting an operator’s own retail outlet should also be able to identify the relevant tariff options without having to search through an extensive list of recharge products.

    Operators have 30 days from the date of the direction to comply with the new display requirement. Since the direction was issued on October 1, the compliance window runs into the end of October.

    Why TRAI Issued the New Direction

    TRAI’s action comes after consumers complained about the visibility and accessibility of mandated vouchers. The regulator’s own examination found that some required plans were not being displayed prominently and, in some cases, customers had to move through multiple screens before finding them.

    This is important because TRAI’s objective is not only to make these vouchers available but also to ensure that subscribers can actually discover and compare them. The regulator said that mandatory tariff options are intended to give consumers appropriate choices and help them make informed decisions.

    For a prepaid customer, the difference can be significant. A subscriber who primarily needs calling and SMS services may not want to navigate through pages dominated by daily data bundles before finding an appropriate voice-focused option.

    What Will Be Inside the New Section?

    The new section is intended to contain the different types of vouchers that TRAI has required telecom operators to offer.

    These include Plan Vouchers and Special Tariff Vouchers, including the voice and SMS-only options introduced under TRAI’s recent consumer protection measures. TRAI’s tariff framework also requires operators to provide certain 30-day options and plans that can renew on the same date each month.

    This does not mean that every recharge plan currently available from Jio, Airtel or Vi will move into the new section. The purpose is to make the specific vouchers covered by TRAI’s requirements easier to locate.

    It also does not mean that operators are being ordered to remove their existing 28-day data plans. TRAI’s direction is focused on the visibility and accessibility of mandated tariff options rather than replacing the entire prepaid recharge catalogue.

    What Changes for Jio, Airtel and Vi Users?

    For customers, the biggest change should be the first screen they see when looking for prepaid recharge options.

    Instead of having to browse through multiple categories to locate a 30-day or voice-and-SMS-focused voucher, the mandated options should be presented through a dedicated section at the top of the prepaid recharge area.

    This could be particularly useful for customers who maintain a secondary SIM, use a phone mainly for voice calls, or do not consume large amounts of mobile data. Senior citizens, feature-phone users and customers who use their SIM primarily for calls, SMS and essential services may also benefit from easier access to these plans.

    However, the actual prices and benefits will continue to depend on the tariff offers provided by each telecom operator. TRAI’s direction does not turn all prepaid plans into a single nationwide tariff.

    Will 28-Day Recharge Plans Disappear?

    No. The new direction should not be interpreted as a ban on 28-day prepaid plans.

    Telecom operators can continue offering their existing tariff structures, subject to TRAI’s applicable regulations. The regulator’s own tariff information says service providers retain flexibility to offer different tariff plans and combinations of validity and usage benefits while following transparency and other regulatory principles.

    The change is that consumers must have clearer access to the specific tariff options that TRAI has mandated.

    This distinction is important because several reports and social media posts have created confusion around the regulator’s recent voice-and-SMS-only recharge rules. The latest direction deals with how mandated plans are displayed and accessed; it does not by itself convert every 28-day data bundle into a 30-day plan.

    Why the Move Matters

    The change could make telecom recharge interfaces considerably more transparent.

    Operator apps have increasingly become the main way consumers browse and purchase prepaid plans. When a customer opens an app and sees numerous promotional data bundles before finding basic validity or voice-focused options, the available choice may technically exist but remain difficult to discover.

    TRAI’s latest direction attempts to address that gap by putting the mandated options directly at the top of the recharge interface.

    For operators, this means changing the structure of their prepaid recharge pages and apps within a relatively short compliance window. For consumers, the practical benefit will depend on how clearly each operator implements the new section.

    The broader message from TRAI is straightforward: if a tariff option is mandated to protect consumer choice, simply making it available somewhere in a large catalogue is not enough. Subscribers must also be able to find it easily.

    The next few weeks will show how Jio, Airtel, Vi and other operators redesign their recharge interfaces before the 30-day compliance deadline expires.
