India and Indonesia will jointly explore 6G, quantum communications and resilient telecom networks under a new five-year cooperation framework.
India and Indonesia have signed a five-year telecommunications cooperation agreement covering joint research in 4G and 5G, exploration of 6G, quantum technology and resilient communication networks, creating a new framework for collaboration between the two countries on next-generation connectivity.
The Memorandum of Understanding (MoU) was signed by India’s Communications Minister and Indonesia’s Minister of Communication and Digital Affairs Meutya Hafid. The agreement is designed to strengthen cooperation in telecommunications technology, research, skills development and industry collaboration as both countries prepare for future digital infrastructure.
The partnership will also establish an annual Indonesian-Indian Telco Dialogue, which will alternate between the two countries and provide a forum to review progress, identify challenges and decide future areas of cooperation.
India-Indonesia Telecom Pact Covers 4G, 5G and 6G
The new India-Indonesia telecom agreement extends cooperation beyond technologies already deployed commercially.
According to Indonesia’s Ministry of Communication and Digital Affairs, the two countries will pursue research and development covering 4G and 5G technologies while also exploring 6G and other advanced wireless communication technologies. The cooperation is intended to support knowledge exchange, technology development and greater technical capabilities in both countries.
The 6G component is particularly significant because India has been positioning itself as an active participant in the development of future telecom standards and technologies. Communications Minister Jyotiraditya Scindia has also recently reiterated India’s ambition to take a global leadership role in 6G development.
For Indonesia, collaboration with India provides an opportunity to expand research and technical capabilities while developing partnerships with Indian academic institutions and technology companies.
Quantum and Advanced Communications Included
The agreement is not limited to conventional mobile network technology.
The two countries will also explore areas involving quantum technology and advanced wireless communications. Quantum-secure communications are increasingly relevant as governments and telecom operators consider the long-term security implications of more powerful computing technologies.
The inclusion of these technologies gives the agreement a wider scope than a conventional telecom cooperation pact focused only on network deployment.
Rather than concentrating solely on current 4G and 5G infrastructure, India and Indonesia are creating a framework for cooperation around technologies that could influence future communications networks.
Disaster-Resilient Telecom Networks Are Another Focus
The agreement also places emphasis on keeping communication networks operational during disasters and emergencies.
India and Indonesia plan to explore emergency communication systems and disaster-risk-reduction solutions designed to improve the resilience of telecom networks during crises. Indonesia, in particular, faces recurring natural disasters in several parts of the country, making resilient connectivity an important component of its digital infrastructure strategy.
Reliable communications can be critical during earthquakes, floods, volcanic activity and other emergencies, when conventional communication infrastructure can be damaged or disrupted.
The cooperation could therefore extend beyond commercial mobile services into emergency communications and infrastructure resilience.
Annual Indonesian-Indian Telco Dialogue Planned
A key institutional element of the agreement is the creation of an annual Indonesian-Indian Telco Dialogue.
The forum will be held alternately in India and Indonesia. It will be used to assess progress under the cooperation framework, discuss implementation challenges and formulate future work programmes.
This provides the partnership with a continuing mechanism rather than making the MoU a one-time declaration.
The two governments also intend to support training, upskilling and reskilling programmes so that researchers and telecom professionals can develop capabilities in emerging technologies.
Academic and Industry Collaboration Could Expand
The agreement creates scope for research collaboration involving universities, technology companies and other private-sector participants.
India and Indonesia plan to encourage joint research and development projects as well as public-private partnerships. Companies from both countries will also be able to explore business-to-business collaborations and joint projects.
For India’s telecom ecosystem, this could create opportunities to take technologies and expertise developed domestically into Southeast Asian markets.
India has been developing an indigenous telecom technology ecosystem involving organisations such as C-DOT and companies including Tejas Networks and TCS. However, the new India-Indonesia agreement itself does not name these companies or guarantee exports of their technology.
Instead, the B2B and research provisions create a potential platform through which Indian telecom technology companies could explore partnerships in Indonesia.
Five-Year Agreement Creates Long-Term Framework
The MoU will remain valid for five years from the date of signing and can be extended if both sides agree in writing.
The duration is significant because research and development in areas such as 6G, quantum communications and advanced wireless systems typically requires longer development cycles than conventional telecom deployment projects.
A five-year framework gives government agencies, research institutions and businesses more time to identify projects, develop technical capabilities and potentially move successful research towards commercial applications.
Why the India-Indonesia Telecom Partnership Matters
India and Indonesia are both large and increasingly digital economies, but their telecom priorities extend beyond simply expanding mobile connectivity.
For India, international partnerships can provide additional avenues for its indigenous telecom technologies, standards expertise and research capabilities to gain exposure in overseas markets.
For Indonesia, collaboration with India could support technology development, skills building and access to a large pool of telecom research and engineering expertise.
The immediate outcome of the agreement is therefore not a commercial 6G network or a confirmed technology export deal. Instead, it establishes a structured framework for the two countries to work together on the technologies that could shape the next generation of telecommunications.
With 6G research, quantum technology, resilient communications, academic cooperation and private-sector projects all included, the India-Indonesia partnership could become a useful channel for deeper telecom technology collaboration across South and Southeast Asia.
